California requires a state-licensed driving school and a DMV-certified instructor for any paid driving instruction — unlike many states, this isn’t optional. Teen drivers under 18 go through one of the more restrictive provisional stages nationally: for the first 12 months after passing the road test, provisional licence holders generally cannot drive between 11pm-5am or carry passengers under 25 without a licensed adult 25 or older in the car, with limited exceptions (e.g. work, school, medical need).
